I don't have an HD TV but I suspect upscaling just refers to changing the display size and also perhaps using a fixed value for denoise/blur + sharpen, and perhaps playing some cheap tricks with contrast and colour saturation. Enhancing the viewing experience is possible, transforming poor quality encodes isn't. Personally I wouldn't spend too much time on it if the source video isn't much good. Btw the best scaler is probably lanczos, but whether you will notice a difference between it and the default (bicubic) is another matter.
